If your street is private, no city plow is coming — not late, not eventually. Clearing it is the association's or the residents' to arrange, and the first winter is usually how people find out.
Lake Elmo states that its plowing policy applies only to public roadways and that private streets are marked with blue street signs. Chanhassen publishes the same convention: call your homeowners association about private streets, and note that street signs for private roads are blue with white letters.
Elsewhere there is no color test and you have to ask. Several cities publish the exclusion without a way to identify one: Oakdale does not plow Washington County roads, state highways or private roads; White Bear Lake says the same. Others do not address it at all, which is not the same as covering it.
Worth knowing too: a city not plowing your road does not mean the county or state does. Several metro cities publish which arterials belong to the county — Maple Grove points to Hennepin County at 612-596-0299, Chanhassen lists six county roads and five state highways inside its limits. A road can be unplowed by your city and perfectly well maintained by someone else.
