Saint Paul has never plowed alleys. The workaround is the alley captain: a resident who collects from eight to twenty households and hires the operator, at $500 to $1,500 for the season, roughly $30 each.
The 2019 University of Minnesota study the city commissioned found something worth naming plainly: blocks with more renters and lower owner-occupancy struggle to organize and to front the money. Saint Paul's 24-hour sidewalk ordinance applies to the property, not the occupant — so on a rental block the obligation and the roughly $280 assessment fall on an owner who may not be the person walking past it.
