Woodbury is the east metro’s largest newer suburb and one of the most specific cities in the region about what a snow contractor may and may not do. Worth knowing before you hire one.
Plowing starts at 2 inches by ordinance. Parking is banned 2 a.m. to 6 a.m. from November 1 to April 1 — and separately, at any time 2 inches has accumulated, until streets are fully cleared. Two overlapping rules, and the second one applies at three in the afternoon as readily as at three in the morning.
The city clears its trail network. Residents are asked to clear the full width of road in front of their mailbox after each plowing, to stop snow compacting there.
Most cities publish a line telling residents not to shovel into the street. Woodbury goes further: it prohibits pushing, blowing, shoveling or storing snow onto or across public roadways, cites City Code Chapter 15 and Minn. Stat. 412.221 subd. 6, explicitly reminds contractors of the restriction, and runs a violation report line at 651-714-3720.
A city does not stand up a contractor-specific reporting line unless it has been dealing with operators doing this routinely. Which makes it a fair question to put to anyone quoting your property: where is the snow going? And the state statute behind it.
Woodbury is among the metro’s most active new-construction markets, with roughly 199 active new-home communities listed at the time of writing. Newer subdivisions generally mean longer driveways, more of them HOA-adjacent, and association contracts alongside individual ones.
Two practical consequences. First, if your street is in a subdivision with private roads, confirm whether the city plows it at all before assuming. Second, this is the corner of the metro where the association and common-area contract is often the real conversation rather than the single driveway.
