Then City Code 504.06(2) takes over: property owners must eliminate any hazardous condition by clearing residual snow and ice from walks or trails on adjacent public property, within 48 hours of the snowfall ending and of any subsequent removal work done by or on behalf of the city.
That second clause is the one to notice: your 48 hours can restart after the city's own plow goes through.
Penalties under 504.07 escalate within a single snow season: first violation is a warning notice, then $50, then $200, then $500 for the fourth and beyond. The city may also assess damage to city property or injury to city employees against the property.

Under City Code Chapter 506.05, parking on city streets is a violation from 2 to 6 a.m., November 1 through April 1. Violators are tagged and towed and face storage charges. There is a separate violation for parking so as to impede snow removal, regardless of date or time.
Fridley does not declare snow emergencies. The rules simply run. Plows go out after two or more inches, priority routes starting around 3:30 to 4:30 a.m. and taking 2 to 4 hours; local routes take 6 to 8 hours.
Under § 504.03(2) it is unlawful to place snow or ice from your property, driveway or parking area onto or across any public sidewalk, bikeway, street or highway. The end of your driveway is explicitly yours.
