Nokomis was built out in the 1920s and 30s — later streetcar-era housing, alley-platted, with the NRHP-listed Nokomis Knoll district at its heart. It also borders parkways, and that changes one snow emergency rule in a way people get wrong every winter.
Minneapolis runs a three-day snow emergency cycle: Day 1 bans parking on either side of emergency routes from 9 p.m. to 8 a.m.; Day 2 takes the even-numbered side of non-route streets from 8 a.m. to 8 p.m.; Day 3 takes the odd side.
But on Day 2, both sides of parkways are off limits — not just the even side. Minneapolis parkways are Park Board roads and sit outside the ordinary even-and-odd cycle. If you park along the lake, the rule you learned on your own block does not apply.
Getting it wrong costs $222 for a standard tow plus $18 a day at the impound lot on Van White Memorial Boulevard. Around 80 tow trucks remove an average of 1,100 vehicles per emergency. Both cities' systems, side by side.
The sidewalk is yours within 24 hours, full width, to bare pavement, with the city clearing and billing if it is not done. The alley is plowed by the city. And the 1920s roof lines here produce the same ice dam problem as the rest of the pre-war core — worth clearing for the meltwater rather than any worry about the roof holding.
