Hastings is one of the few cities in the metro that publishes its parking ticket to the dollar, and one of the few that plows its alleys. Its snow emergency has no declaration step at all: two inches is the rule, measured by the police department, and the city says plainly it will not alert you.
The city’s own wording: a Snow Emergency automatically goes into effect when two or more inches have accumulated, under City Ordinance 71.07, measured by the Hastings Police Department. Vehicles must be off the street until the road is cleared curb to curb; violators may be ticketed and towed; and the cost of a Snow Emergency parking violation is $77. The city states that it will not alert or declare a snow emergency — the snow is the notice. There is no separate overnight ban. The tow yard is South East Towing, 651-437-2446.
That makes Hastings one of only a handful of metro cities — with Chanhassen at $42 and Saint Paul at $56 — to put a number on the ticket. How the emergency systems differ, city by city.
Hastings’ Snow Plowing and Ice Control Policy, adopted November 2023, sets no depth trigger for plowing: the Public Works Superintendent or designee decides when to begin, weighing accumulation, drifting and icy conditions. The policy is candid that in extreme snowfall streets will not always be completely cleared. Alleys are the third priority — the city plows them, which puts Hastings on the Minneapolis side of the alley question. Cul-de-sac snow is normally plowed to the boulevards except where a center island exists. The city does not plow private roads. Downtown windrows are hauled the next normal work day.
City Code requires sidewalks on your property cleared within 48 hours after the end of a snowfall; the sidewalk maintenance policy references Ordinance 90.04 and puts adjacent owners, including other public entities, on the hook, with the city clearing walks abutting its own property inside the same 48 hours. No fine or bill-back amount is published.
Mailboxes: only boxes directly hit by a plow blade are the city’s to repair, with a standard metal box on a 4-by-4 post or reimbursement of $75. Hastings also runs a Hydrant Hero program asking for three feet of clearance around hydrants, and carts must stay out of the street.
