Mac-Groveland is where the alley question actually bites. Most of the housing here predates 1939, nearly all of it platted with alleys and rear garages — and the City of Saint Paul has never plowed an alley.
A 2019 University of Minnesota study commissioned by the city found 66% of surveyed residents with alleys using the alley captain model — one neighbor coordinating the block, collecting from each household and hiring the operator. The study found that arrangement concentrated in ZIPs 55104, 55105 and 55116. Mac-Groveland is 55105.
Season bids run $500 to $1,500 for the alley, roughly $30 a household on a typical block. The city keeps no contractor list, offers no estimates, and notes that plow companies need no license to operate in Saint Paul — so there is no municipal help of any kind here. The same study flagged the failure mode: blocks with more renters and lower owner-occupancy struggle to organize and front the money. Mac-Groveland's roughly 60% owner-occupancy makes it easier here than in some neighborhoods — but it still depends on one person being willing to chase twelve neighbors in October.
Saint Paul gives every property owner 24 hours, full width, to bare pavement, residential and commercial alike, with an assessment of roughly $280 if the city has to do it. Enforcement is complaint-driven and the full cycle takes at best five business days — by which point it has usually snowed again.
One local wrinkle: the Tangletown sub-area breaks the street grid with curvilinear blocks, which means irregular lot shapes, odd frontage lengths and alleys that do not run straight. Quotes there are genuinely harder to give sight-unseen than on the grid.
The housing is 1890s streetcar buildout with 1920s infill — the same eave-and-attic combination that makes ice dams a standing feature of a Saint Paul winter. Why the reason to clear a roof is water, not weight.
