Blaine keeps its overnight parking ban in force until 7 a.m. — two hours later than Brooklyn Park and an hour later than almost everyone. It also publishes something most cities avoid: a warning that it may bill you.
Under Chapter 82, §§ 82-151 and 82-152: from November 1 to April 1, no parking between 2 a.m. and 7 a.m. Separately, it is unlawful to park on any street after two inches or more of snowfall, and that restriction runs until the snow has been plowed curb to curb. There is also a standing 48-consecutive-hour limit. Vehicles in violation may be removed.
Full plow operations generally begin after 2 or more inches, and the city aims to finish within 8 hours of a normal event. Below two inches, operations are limited and cul-de-sacs may not be plowed at all because of the low traffic volume affected — worth knowing if you live on one.
Sidewalks are the resident's under City Ordinance #17-2, though the city plows 95 miles of sidewalk and 60 miles of trail as time allows, schools first. No hour deadline and no fine are published, and this site does not supply one.
Blaine states that if the city must remove tall snow piles for sight-distance safety, the responsible resident may be billed at overtime rates. Residents are told to avoid large piles that obstruct the view of driveways or walks. That is a direct financial reason to care where an operator stacks your snow — and a fair question to ask before signing.
Second: irrigation heads, landscape lighting and planter boxes placed in the right-of-way without authorization are at the owner's risk, because they are impossible to identify after a storm. Stake them in October.
On mailboxes Blaine draws the line explicitly: the city accepts responsibility if a box is physically struck by a plow, but damage resulting from snow is the resident's. Reimbursement up to $50, materials only, and only for a standard box and post — decorative boxes are the owner's problem.
