Maplewood has the metro’s simplest winter parking rule, for an unusual reason: it is not a winter rule at all. The overnight ban runs every night of the year.
Most metro cities switch an overnight parking ban on around November 1 and off around April 1. Maplewood does not, because there is nothing to switch: parking is prohibited on all public streets between 2 a.m. and 6 a.m. with no seasonal window, and vehicles are subject to ticketing and towing. The city cites chapters 18-66 through 18-70, 44-17[j][4] and 36-39.
In practical terms this removes the most common winter parking mistake before it happens. It also means a street that is clear overnight every night is a street the plows can work properly, which is worth something on a route.
Maplewood does not publish a snowfall depth trigger for plowing, and does not publish a property-owner sidewalk deadline on its accessible pages. If a contractor quotes you on either, ask where the number came from.
The city’s published line on this is one sentence long: do not throw or plow snow onto the street, it is against the law. No chapter is cited, but the underlying state rule does not depend on the city citing it — Minn. Stat. § 169.42 makes depositing snow on a street a misdemeanor statewide, with a $400 minimum fine on a second offense, and the statute reaches the property owner who hired the plow as well as the operator. Maplewood is one of the few metro suburbs whose population has declined — down 3.2% from 42,073 in 2020 to about 40,717 today. That is the signature of a fully built-out inner-ring suburb rather than a struggling one, and it means an older, more varied housing stock than the east metro cities further out.
Owner-occupancy is 71.8%, the lowest among its east-metro neighbors, which reflects a larger rental and multifamily share.
