West St. Paul is the only south-metro city running a declared snow emergency the way Minneapolis and Saint Paul do — and it enforces in two waves, at two different times, on two different sets of streets.
A snow emergency is triggered by a snowfall of 2½ inches or more, measured by the weather bureau, or by declaration. Emergencies last 48 hours from declaration, and enforcement does not begin until the following 2 a.m.
Vehicles left on non-emergency streets are tagged and towed. There is no blanket overnight ban here — the whole system runs on declarations, announced through the city's Alert Center.
Under Section 95.04, all sidewalks adjacent to a property must be clear of snow and ice, and all snow must be cleared within 12 hours of a snowfall. The city may abate snow and ice. That 12-hour clock ties West St. Paul with Maple Grove for the tightest deadline in the metro — half of what Minneapolis allows.
On snow placement the city publishes a real number: it is unlawful to deposit snow from private property or public right-of-way onto a public street, with penalties up to $1,000. That is the highest published figure found in this metro for the offense.
The city also publishes exact parking setbacks citing Minn. Stat. 169.34 and Ordinance Chapter 72: 30 feet from stop signs, yield signs, traffic lights and intersections; 20 feet from crosswalks; 10 feet from fire hydrants; 5 feet from driveways; 80 feet from bus stops.
