Andover publishes an early and long parking ban and almost nothing else — no plow depth, no completion time, no sidewalk rule. The published metro range applies, and the driveway is what moves an Andover quote within it.

The ban runs 1 to 6 a.m., November 1 to April 15. The 1 a.m. start is as early as any in this metro and the April 15 end extends two weeks past most neighbors. Separately, parking is prohibited after 2 inches until plowed. Clear streets through the whole plowing window make Andover efficient to route, which matters more here than in denser cities because the driving distances between customers are longer.
No sidewalk rule at all. Andover’s snow page does not address sidewalk responsibility, deadline or fines, and this site does not assert one. With no ordinance clock, the public walk is in scope only by your choice. Much of Andover has no public sidewalk to begin with.
The driveway is the whole quote. The city publishes no driveway or housing-era figures, and this page states none. What decides where a property lands in the $600 to $750 tier is the concrete: that tier is written for a two-to-three-car suburban apron with a short run to the street, and a long drive prices above it while a short single-width one prices below. An operator quoting from the aerial will know which before you do.
Exact setbacks are published. Garbage carts 2 feet behind the curb at the end of the driveway, mailbox post 20 inches back. Andover cites Minn. Stat. 160.27 on snow in the street — a different citation from Blaine’s and Ramsey’s for the same prohibition.
No ticket, tow, sidewalk fine or mailbox reimbursement amount appears on Andover’s snow page. The statewide penalty for snow in a street applies regardless of which statute the city cites: a misdemeanor under Minn. Stat. § 169.42, $400 minimum on a second offense, reaching the homeowner who caused it.
The Minnesota DNR counts an average of 7.6 days a season with two inches or more at the Twin Cities station. At the published $75 to $100 a visit that is $570 to $760, against a $600 to $750 seasonal contract on the same property. In an average winter the two are the same money.
