The ranges below are what established Twin Cities operators publish for the metro. None of them publishes a Eagan-specific price, and this site does not invent one. Eagan falls inside these ranges for the reasons in the next section.

The city clears the walks, one to three days out. Over 93 miles of boulevard trails and sidewalks are cleared by city crews after roadway operations finish, generally one to three days after a snowfall and longer after back-to-back storms. No owner deadline or fine is published. So public frontage is out of your quote by default, with the one-to-three-day lag the only reason to add it privately at the published $25 to $60 a visit.
Parking is restricted during the day, not at night. November 15 through April 15, snow or no snow, park on the side matching the day between 6 a.m. and 6 p.m. — even day, even side. Overnight, both sides are open. For a route that means cars on both sides of the street during the early-morning plowing window, which is the opposite of most suburbs and a little slower to work; it does not appear on your quote but it is part of why the range holds rather than compresses here.
Plowing starts around two inches, typically at 4 a.m., main roads first. That matches the contract trigger. Eagan grew mostly in the 1980s and 1990s — 20,700 people in 1980 to 63,557 by 2000 — and that era’s attached-garage front driveways are the property type the $600 to $750 tier describes.
You can petition for your cul-de-sac. Residents can request Clear to Curb or Center Pile treatment for their bulb, with 100 percent household agreement, filed before September 1. Which treatment your bulb gets changes where the ridge lands on your apron, so tell your operator.
No sidewalk fine — the city clears the walks. No ticket or tow amount is published beyond ticketing and towing for parity violations. The mailbox policy is direct-contact only, with exact specs: 48 inches above street level, forward bottom corner behind the back of the curb, post 10 inches behind the curb line; a box knocked over by thrown snow is not covered.
Snow into the street carries the statewide misdemeanor under Minn. Stat. § 169.42, $400 minimum on a second offense, reaching the homeowner who caused it.
The Minnesota DNR counts an average of 7.6 days a season with two inches or more at the Twin Cities station. At the published $75 to $100 a visit that is $570 to $760, against a $600 to $750 seasonal contract on the same property. In an average winter the two are the same money.
