Shoreview is a cul-de-sac city — 151 of them across 110 miles of roadway — and that shapes a snow quote more than any ordinance does. The published metro range applies, with the bulb-lot geometry doing most of the local work.

The bulb changes the job. On a cul-de-sac the city plow has nowhere to carry the snow, so it piles in the middle or against the curb, and driveways on the bulb collect a heavier ridge than a straight-street apron does. A Shoreview quote on a bulb lot should include the return pass for the plow ridge in writing; on a per-visit arrangement that ridge is the most common extra charge, and on a seasonal one it is the most common dispute. Ask.
The sidewalk is not in scope by ordinance. The city says only that walks and paths near schools are cleared after roadways, across 85 miles of trail and sidewalk. No property-owner deadline or fine is published, and this site does not supply one. So the quote is driveway plus the walk to the door — the $600 to $750 tier for a typical suburban apron.

Snow into the street is prohibited under City Code 211.060(D) and Minn. Stat. § 169.42; the statute carries a $400 minimum on a second offense and reaches the homeowner who caused it.
A seasonal contract in Shoreview is not the cheap option and it is not the expensive one. Against the DNR's average of 7.6 two-inch days a season, per-visit billing at $75 to $100 lands at $570 to $760 — right on the $600 to $750 seasonal range. What you are choosing is whether a 39-inch February is your problem or the operator's. Shoreview’s cul-de-sac ridges are the thing to price explicitly — a per-visit rate that excludes the return pass is not the rate you will pay. The honest version of that comparison.
