Bloomington is the metro’s most interesting sidewalk situation: an ordinance putting clearing on property owners that has historically not been enforced, alongside a city plow network that does much of it anyway. That arrangement was under review.
Bloomington plows at the city’s discretion, any time conditions warrant, rather than at a published depth. As of July 2025 the city was considering shortening sidewalk plow routes on low-volume residential streets and beginning to enforce the existing owner-clearing ordinance. If that went through, it moves Bloomington from “the city largely does it” to “you do it” — which is a real change to what a seasonal quote needs to cover.
