Two things make a Burnsville quote different from its neighbors': the overnight parking ban is not a winter rule at all, and the city clears the sidewalks for you.
The city's own wording: no overnight parking is allowed on any street between 2 and 6 a.m. daily, year-round. There is no November-to-April window, because there is no window. Street parking is additionally prohibited during snow events.
This matters because neighboring Rosemount, Savage and Prior Lake all run the same 2-to-6 a.m. hours but only from November 1 to the end of March. Describing Burnsville's as a “winter parking ban” is simply inaccurate, and it is the sort of thing people get wrong when they move four miles.
Burnsville maintains 135 miles of sidewalks and trails and plows them the same day, starting with schools, transit stops and busy areas. Residents are responsible for their own driveways — and that is the whole list.
That removes the single largest variable from a residential quote. In Minneapolis or Saint Paul, sidewalk frontage is what separates a $700 season from a $1,300 one. Street plowing has no published depth trigger. What the city does publish is the duration: during significant events it can take 10 to 12 hours to plow every street across a 225-mile network, with residential and cul-de-sacs last.
Burnsville states both halves explicitly, which most cities do not: it will repair or reimburse for mailboxes and posts actually hit by city snowplow equipment, and it will not for those damaged by snow moved by that equipment. No ambiguity, and no argument to be had in February.
Burnsville has the oldest housing of the south metro suburbs: I-35W arrived in 1960 and the two decades after brought the largest boom, from 2,716 people to 35,674 by 1980. The city approached build-out in the late 1990s and shifted to redevelopment. Median household income is about $87,000, owner-occupancy 64.7% — both the lowest in the south metro, which means more rental and association property here than in Lakeville or Prior Lake.
