Chanhassen publishes what almost no city will: the actual dollar amount of the ticket. It also runs a November grace period, and marks private roads in a way you can check from the sidewalk.
Under ordinance section 12-16: on-street parking is prohibited between November 1 and April 1, from 1:00 a.m. to 7:00 a.m. — a six-hour window that starts earlier and ends later than almost anywhere in the metro. Parking is also prohibited when there are two inches or more of snow on a street until it is plowed curb to curb.
The fine is published exactly: $30 plus a $12 court surcharge, $42 total. And there is a grace period — during the first few weeks of November deputies place warning letters on vehicles, with plates recorded and repeat violations potentially cited even during the grace window.
Enforcement is by the Carver County Sheriff's Department, the State Patrol and the city's Code Enforcement Specialist, who has authority to impound. Temporary on-street permits are available through Carver County non-emergency dispatch, 952-361-1231.
The city's caveat is concrete enough to act on: call your homeowners association about plowing private streets, because street signs for private roads are blue with white letters. Walk to the corner and look. Lake Elmo uses the same convention on the other side of the metro, and nowhere else in between does.
Chanhassen publishes the clearest piling instruction of any city: pile shoveled snow downstream of plowing operations — on the right side of the driveway when facing the street. Note this is the opposite of the left-side advice Minneapolis, Saint Paul and Plymouth publish, because it depends on which way the plow runs. Follow your own city's.
Sidewalks are the property owner's: 12 hours for single-family homes and duplexes, four daytime hours for apartment and commercial buildings. ⚠️ A 2022 city news post says 24 hours; the standing FAQ says 12. Mailbox damage by direct contact is repaired or replaced with a standard box; damage from snow rolling off a plow or wing is the resident's. Reimbursement is capped by the city's annual fee schedule, most recently published at $50.
⚠️ Chanhassen is not a 1950s first-ring suburb, whatever its neighbors look like. The city's own history says it “grew at one of the slowest rates until the late 1960s… farming was the leading industry.” The housing is overwhelmingly late-20th-century, and median household income is $143,651 — far above the first-ring cities.
