Crystal plows at an inch and a half, one of the two lowest triggers in the metro, and it has taken sidewalk clearing off homeowners entirely. If you are still shovelling the public walk here out of habit, you can stop.
When the city gets 1.5 inches of snow or more, it does a full plow of all city streets and alleys — 86-plus miles, taking around eight hours for an average event. Below that, trucks may go out to salt main roads and hills.
On-street parking is prohibited between 2 a.m. and 5 a.m. year-round. After a snowfall of at least 1½ inches, parking is prohibited on all public streets and alleys until the snow stops accumulating and the street or alley is plowed edge to edge. Vehicles may be tagged or towed at the owner's expense.
Note that Crystal plows alleys as a city service — which puts it with Minneapolis rather than with Saint Paul, where alleys have never been plowed at all. The Saint Paul situation, for contrast.
Crystal's code used to require property owners to clear sidewalks within 12 hours of snowfall ending. The city now handles all sidewalk snow removal itself, citing enforcement difficulty and equity. No current owner deadline, fine or clear-and-bill provision is published.
⚠️ You will still find the 12-hour figure quoted for Crystal. It is the former rule. Anyone quoting it at you — a contractor, a neighbor, a listing site — is working from stale information.
Mailboxes are repaired only where direct blade contact is confirmed; snow and ice contact is not covered, and dents and scratches count as normal wear and tear. Snow into the street is prohibited under Minn. Stat. 169.42.
Two nice touches: Crystal runs a plow ride-along program — ask Public Works — and refers seniors needing snow removal help to SeniorCommunity.org. Carts go at least three feet back from the curb. Streets superintendent direct line 763-531-1164.
