Golden Valley does not declare snow emergencies. There is nothing to watch for, no notification to miss — the rules simply run on the calendar and the snow gauge. The city also plows the sidewalks.
Plowing begins after snow accumulates to 2 inches or more, and then all city streets are plowed curb-to-curb. Crews try to start very early so most streets are done by 8 a.m., with more than ten plows out. Sidewalk plowing usually starts about four hours after the streets, with follow-up passes as needed.
Parking is prohibited on public streets and alleys November 1 to March 31, from 2 to 6 a.m. daily, and separately after a snowfall of at least 2 inches until the snow has stopped falling and the street is plowed to the curb. The city notes the restriction applies to contractors too.
The city does not salt or sand sidewalks and trails, and cul-de-sac ice control is explicitly lower priority than arterials, hills and curves.
Golden Valley cites both authorities and then says the part most cities leave implicit: State Statute 169.42 and City Code Section 24-24 prohibit snow from being pushed onto or across the street — and “the City Code also holds the property owner responsible for allowing snow to be pushed from their property across a street.”

The mailbox policy is the most detailed found anywhere in this metro: the city reviews each incident to determine whether a plow made direct contact, repairs only boxes actually hit and installed to USPS standards, and is not responsible for damage caused by snow or ice contacting the box. Replacements are a standard non-decorative metal box on a 4x4 decay-resistant post. Dents and scratches that do not prevent normal use are normal wear and tear and are not repaired.
Two more published positions worth knowing: neighbor-to-neighbor snow throwing is a civil matter, not a city one, and the city will not clear private driveways, including for disabled residents. That second one is precisely the gap a private operator fills.
