Prior Lake publishes the most detailed winter maintenance policy in the metro, and the first thing it tells you is that there is no magic number. Plowing is a judgment call, not a depth.
The city's Winter Maintenance Policy sets no minimum snow depth. The Public Works Director or designee decides when to begin pre-treating, salting or plowing, weighing air and pavement temperatures, drifting, accumulation that causes problems, and icy conditions that seriously affect travel. Operations continue until all roads are passable, with possible suspension after 10 to 12 hours so operators can rest.
⚠️ The “two inches” figure people quote for Prior Lake is the parking trigger, not the plow trigger. Parking is prohibited on public streets 2 a.m. to 6 a.m. from November 1 through March 31, and separately after an accumulation of two or more inches until the street is plowed curb to curb. Vehicles may be towed.
If a plow makes contact, the city provides $150 to the property owner or repairs with a standard mailbox. If the damage came from the weight of snow, it is the owner's responsibility. The specs are exact: box 42 to 44 inches from the top of the curb, post 12 inches back, newspaper boxes 6 inches back.
Cul-de-sacs get one pass along the curb to open the driveways, with snow piled in the middle of the bulb where possible. The city also sprays brine up to 48 hours ahead of an approaching storm — anti-icing rather than de-icing, which is why the pavement sometimes looks streaked before anything falls.
Sidewalks are the property owner's unless the segment is on the city's plowing map, and the city may remove and charge the owner. No deadline in hours is published — a real contrast with Savage's 36 hours next door and Lakeville's 48. This site does not invent one.
