Robbinsdale stopped announcing snow emergencies. Two inches triggers one automatically, and the city's advice for working out whether you are in one is the most practical line published anywhere in this metro.
The city's own instruction: “measure the snow accumulation where you are planning to park. If there are two+ inches of snow, an emergency is in effect… If you don't have a ruler handy, the average credit card is just over two inches wide on the short side.”
Anytime there is a snowfall of at least two inches, a snow emergency is automatically in effect. If snow keeps accumulating after a full curb-to-curb plow, the emergency goes back into effect the second time two inches accumulate. The city explains why it dropped declarations: relying on them “led to cars sitting on the streets for longer.”
Parking may not resume until the street, highway or alley has been plowed and the snow removed to the curb line. Vehicles on an unplowed street may be ticketed or towed.
This is the detail worth getting exactly right. Under City Code Sec. 1305.09 Subd. 1, no vehicle may park for more than four consecutive hours between midnight and 8 a.m., nor more than six consecutive hours at any time. That is a cap inside a window, not the flat overnight ban that Crystal and New Hope run. A car parked at 1 a.m. and moved at 4 a.m. is legal here and would not be next door.
Sidewalks are the owner's under Section 805, cleared within 12 hours of snowfall. If owners fail to, the city hires a contractor and the charges are assessed to the property. No flat fine is published — the remedy is the contractor's bill.
Robbinsdale publishes no mailbox policy and no snow-into-the-street rule. This site does not borrow a neighbor's. The state statute applies regardless.
