Shakopee is an 1850s river town with 2010s subdivisions around it, and its snow policy is correspondingly layered — a five-tier priority system, a storm classification rather than a single trigger, and two different sidewalk deadlines depending on what you own.
Shakopee classifies storms. A Class B storm — between 2 and 8 inches — triggers a full Public Works dispatch, and a normal plow operation starts at 2 a.m. across more than 160 miles of street, arterials and collectors first, then local streets.
Priority runs in five tiers: A snow emergency routes, B school and commercial access, C residential, D cul-de-sacs, alleys, sidewalks and trails, and E downtown snow hauling. Shakopee is the only city in this metro to publish a downtown hauling priority, which tells you something about how little stacking room a 19th-century main street has.
Parking: vehicles must be removed when 2 inches or more falls, or when the city administrator declares, and stay off until the street is plowed curb to curb.
Under City Code 90.04, property owners clear adjacent sidewalks within 36 hours for residential and 24 hours for commercial. The city adds an unusually candid caveat: during extreme events, staff cannot meet those timelines along collector streets and county roads, and city-maintained sidewalks are cleared only after most streets are plowed, without a bare-pavement standard.
On mailboxes the city is explicit both ways: repairs come only from direct impact by a plow truck, and the city is not responsible for damage caused by snow or ice thrown from the blade.
Shakopee was platted in 1854 but nearly doubled twice after 1990 — 11,739 people in 1990 to 43,698 in 2020. It is the sharpest old-core, new-edge contrast in the metro, and a route here crosses both in a morning.
