Little Canada is a small city whose code is unusually readable: the parking chapter publishes its own fine cap, and the nuisance chapter is where the sidewalk rule lives, at 12 hours. Plows start at 2 a.m. and are done in about eight.
City Code § 403.050: parking on any street or road is prohibited between 2 and 6 a.m., November 1 through April 1. Section 403.040 separately prohibits parking so as to impede plowing after a snowfall of 2 inches or more, until the snow is removed or plowed. Both allow tag-and-tow at the owner’s expense, and § 403.100 sets the penalty: a fine not to exceed $300 or up to 90 days. Few metro cities publish the cap; Little Canada does.
Plowing generally begins at 2 a.m. to clear streets before the morning rush, main thoroughfares first, then all other streets and cul-de-sacs, and takes about eight hours for the whole city. No depth trigger is published.
Little Canada does not have a stand-alone sidewalk snow ordinance. Instead, § 601.050(a) defines as a nuisance all snow and ice not removed from public sidewalks 12 hours after it has ceased to be deposited. Under § 601.100 the city serves notice, the nuisance must be abated within five working days, and if it is not, the city abates it and certifies the cost against the property for collection with taxes. No fine amount is published. The city’s Parks Department maintains public parking lots, sidewalks and trails that are the city’s own.
