City Code § 71.006(A): no person shall park on any public street within any block when, within the preceding 48 hours, snow has accumulated to a depth of two inches or more at street level anywhere within that block — until the block has been cleared curb to curb. Section 71.006(B) adds a declared emergency: the Director of Public Works may declare one, and it is then unlawful to park on public property or in the right-of-way between midnight and 6 a.m., beginning at midnight the following day and lasting 54 hours or until 6 a.m. on the third day. Owners pay the actual costs of removal and storage; § 71.005 adds an administrative fine per the current fee schedule, and § 71.999 makes a violation a misdemeanor. No dollar amounts are published.

The city clears trails and sidewalks after the adjacent street has been cleared, and says they may not be cleared of all snow and ice. No adjacent-owner duty or deadline is published, and this site supplies none. The older draft policy says snow from private property must be stockpiled on that property or on other private property with written permission; the current-code equivalent could not be located, so treat that as the city’s stated expectation rather than a cited section.
